The NET's committees are ad hoc. As issues emerge, members are informed, and if sufficient interest exists, committees are formed on a volunteer basis. This increases participation levels because members volunteer only for committees in their areas of interest. When the issues at hand are resolved, the committees are disbanded unless related issues emerge.
